Every handover is signed by both sides at the same moment. Custody moves when the receiver approves it, not when the giver says it left.

Two reconciliation points

A count that can see the answer is not a count.

Both ends of every handover count blind. You enter what is actually there before the system shows what it expected. Then the gaps appear, together, each one a permanent line with a name on it.
